On February 10, 2026, the FSRDC and SENAREC signed a major agreement in Kinshasa. Discover how this 12-month partnership will train local actors from 33 territories to accelerate agricultural transformation and food sovereignty in the DRC.
DRC: FSRDC and SENAREC Join Forces to Boost Agricultural Skills
Kinshasa, February 10, 2026 – A major step forward for the agricultural sector in the Democratic Republic of Congo. The Fonds Social de la RDC (FSRDC) and the Secrétariat National pour le Renforcement des Capacités (SENAREC) have signed a strategic partnership agreement. This agreement aims to strengthen the skills of public structures supporting agriculture, as part of the flagship PAGDC-PTA project under the Agricultural Transformation Program (PTA-RDC).
The convention was signed by Mr. Philippe Ngwala Malemba, National Coordinator of the FSRDC, and Mr. Marcel Kanda, National Coordinator of SENAREC.
A 12-Month Program for Local Development
Over the next 12 months, this partnership will focus on providing training for facilitators from 33 Decentralized Territorial Entities (ETDs). The goal is to equip local actors with the essential tools to lead development projects in their communities. The training will cover three key areas:
- Project management: Mastering the project cycle, from planning to evaluation.
- Development of local community plans: Creating strategic roadmaps tailored to local realities.
- Public-Private Partnerships (PPPs): Learning to structure collaborations that attract investment and expertise.
Voices from the Signing Ceremony
At the ceremony in Kinshasa, the leaders of both institutions highlighted the importance of this collaboration.
"The African Development Bank and the FSRDC were right to collaborate with SENAREC, because you cannot boost development without strengthening the skills of the actors who drive this development," declared Marcel Kanda, National Coordinator of SENAREC.
For Philippe Ngwala Malemba, National Coordinator of the FSRDC, this agreement is a direct application of the Head of State's vision: "This convention reflects the vision of the President of the Republic, who places particular emphasis on decentralization and strengthening the capacities of ETD actors to support development from the grassroots. SENAREC has the capacity to do this."
