PADCV-PTA: Technical Committee Validates Feasibility Study and Terms of Reference for Complementary Hydro-Agricultural Studies in the DRC

Kinshasa, May 20, 2026

The agricultural transformation of the Democratic Republic of Congo is reaching a new major milestone. On Wednesday, May 20, 2026, at Sultani River in Kinshasa, the technical committee bringing together the Social Fund of the DRC (FSRDC), the Ministry of Rural Development and several authorized technical services validated the development studies for hydro-agricultural perimeters as well as the terms of reference for complementary studies to be carried out under the PADCV-PTA.

A Workshop Under High Authority

The workshop was launched by His Excellency Grégoire Mutshail Mutomb, Minister of State for Rural Development, in the presence of the Principal Advisor to the Head of State for Agriculture and Rural Development.

"A Strategic Step for Rural Development"

For Philippe Ngwala Malemba, National Coordinator of the Social Fund of the DRC, this validation constitutes a strategic step for rural development.

"Today, the goal was to submit for validation to the authorized technical services the finalized development studies for hydro-agricultural perimeters, as well as the terms of reference for the complementary studies to be conducted. This activity directly contributes to the rural development roadmap led by the Minister of State for Rural Development."

A Project Serving the Presidential Vision

Funded by the African Development Bank (AfDB) and coordinated by the Social Fund of the DRC, PADCV-PTA is fully in line with the vision of the President of the Republic, Félix Antoine Tshisekedi Tshilombo, that of "the revenge of the soil on the subsoil".

Through the sustainable development of lowlands, the development of hydro-agricultural perimeters, the integration of producers into agricultural value chains and the development of storage and processing infrastructure, PADCV-PTA aims to promote "produce and process locally" in the DRC.

Six Nodal Hubs for Sustainable Transformation

The six targeted nodal hubs:

These six hubs are set to become true drivers of production, processing, employment and food security. This approach aims to strengthen producers' incomes, reduce post-harvest losses, energize rural economies and sustainably contribute to the country's food sovereignty.

With PADCV-PTA, the DRC is no longer just talking about agricultural transformation: it is laying the concrete foundations for a productive, inclusive and wealth-creating agriculture.
