### Agricultural Reform: A New Momentum for the DRC! On October 1, 2025, at the Béatrice Hotel in Kinshasa, a legislative review workshop on the agricultural law was held, chaired by H.E. MUHINDO NZANGI BUTONDO, Minister of State for Agriculture and Food Security. Alongside scientists, legal experts, institutions, and stakeholders, Mr. Philippe NGWALA MALEMBA, National Coordinator of the Fonds Social de la RDC (FSRDC), took part in this strategic meeting aimed at breaking the deadlock in Congolese agriculture. **Objective:** to launch an inclusive and pragmatic reform that will transform agriculture into a lever of sovereignty, food security, and sustainable growth. ### An outdated law, a decisive turning point Promulgated in 2011, the current agricultural law is now considered obsolete and a brake on field initiatives. The Minister of State emphasized the urgency to act: > "We cannot stay 12 or 13 years behind." This reform is based on co-construction with all stakeholders—provinces, experts, scientists, and civil society—to deliver a strong, understandable, and applicable text. With a determined speech, the Minister of State called for an “aggressive agricultural revolution” to restore agriculture’s central role in national development.
