The session was opened and led by **Philippe Ngwala Malemba, National Coordinator of FSRDC**, who emphasized the importance of strong governance and institutional alignment. ## Day One: Strengthening Legal and Organizational Foundations The first day focused on mastering two key governance instruments: - **Ordinance No. 23/049 of April 28, 2023**, establishing the creation, organization, and functioning of FSRDC; - The institutional framework and staff statutes.
