DRC: African Development Bank Approves Over $48 Million to Improve Living Conditions in the Crisis-Affected East

Abidjan, April 29, 2026

A major milestone for the people of eastern Democratic Republic of Congo. The Board of Directors of the African Development Bank Group approved on April 29, 2026 in Abidjan a $48.83 million financing package through the Crisis Response Project to Support Affected Populations in Eastern DRC (PRECAPE).

This project, coordinated by the Social Fund of the DRC (FSRDC), will provide targeted responses to urgent community needs while laying the foundations for sustainable development in areas affected by the military-political crisis.

A Multi-Dimensional Financing Package

The financial commitment consists of:

  • $33.91 million – Transition Support Facility loan
  • $4.95 million – Transition Support Facility grant
  • $9.97 million – African Development Fund grant (concessional window)

Total: $48.83 million

Infrastructure for Resilience

  • 5 vocational training centers
  • 7 schools
  • 7 health centers
  • 5 water and sanitation facilities
  • Markets
  • Recruitment of beneficiary populations for labor-intensive rehabilitation work

The AXIS Program Serving Communities

PRECAPE will facilitate the deployment of the natural resource tokenization initiative through support for the AXIS program, aimed at valuing community assets. This flagship initiative mobilizes resources to finance the economy and improve rural incomes through digital tools. The pilot phase focuses on gold and carbon.

Training, Empowering, Protecting

  • 1,500 youth trained in promising trades (including green jobs)
  • 2,000 youth and women receiving entrepreneurial capacity building and financial education
  • 4,500 women survivors of gender-based violence receiving psychosocial and medical care

Massive Impact

800,000+

people, including internally displaced persons and host communities, will have access to quality social services (health, education, water and sanitation).

The project will also support the DRC Delivery Unit based at the Prime Minister's Office to strengthen government coordination and facilitate monitoring of the Resilience Compact that the country has adopted.
