PRECAPE Project: Negotiation Session Between the DRC and AfDB to Support Populations Affected by the Crisis in the East

An important step has just been taken in international mobilization for populations affected by the security crisis in the East of the Democratic Republic of Congo.

On March 12, 2026, a negotiation session was held in Kinshasa between the Democratic Republic of Congo and the African Development Bank (AfDB) regarding the Multichannel Project to Support Populations Affected by the Crisis in Eastern DRC and Burundi (PRECAPE).

The national delegation was led by José Miakukila, National Coordinator of the Project and Program Monitoring Unit (CSPP) at the Ministry of Finance, in the presence of Philippe Ngwala Malemba, National Coordinator of the Social Fund of the DRC (FSRDC), as well as experts and officials from the Social Fund.

On the AfDB side, the team was led by Mohamed Cherif, Deputy Director General for Central Africa, surrounded by several Bank experts, including Mouhamed Gueye, Head of the Human Capital, Youth and Skills Development Division for Central and North Africa.

Fruitful Discussions

After rich and in-depth discussions covering the project evaluation report, grant and loan agreements, as well as disbursement procedures, the negotiation session concluded in an atmosphere of general satisfaction, greeted by applause from both delegations.

A Project Born from the Head of State's Call

This project directly responds to the call launched by the Congolese Government, on the instruction of President Félix Antoine Tshisekedi Tshilombo, to mobilize support from international partners for populations victims of the security crisis in the East of the country, particularly following atrocities related to the conflict with the M23 movement.

PRECAPE specifically aims to contribute to the rehabilitation of destroyed property and the reconstruction of livelihoods for affected communities.

Next Step

The project will be submitted to the AfDB Board of Directors on April 24, 2026 for approval.

Coordinated by the FSRDC and funded by the AfDB, this multinational project will be implemented in the areas most affected by the crisis: Uvira, Beni, Walikale as well as certain areas of Burundi.

A major initiative that testifies to international solidarity and the determination of Congolese authorities to support the most vulnerable populations.
