PAGDC-PTA: AfDB Supervision Mission Continues Its Work at FSRDC
Kinshasa, May 12, 2026
The African Development Bank (AfDB) supervision mission, led by chief economist Raymond Besong, continued its work on May 12, 2026 at the Social Fund of the DRC (FSRDC), as part of the implementation of the Governance and Skills Development Support Project in support of the Agricultural Transformation Program (PAGDC-PTA).
Key Discussion Points
- Environmental and social safeguards – ensuring the project meets the strictest standards for environmental protection and community inclusion.
- Assessment of governance implementation – measuring progress made and identifying areas for improvement.
Strong Mobilization from Both Sides
The discussions included high-level AfDB officials:
- Kevin N. Lumbila, Head of the Governance and Economic Reforms Division at AfDB
- Pierre Toko, Chief Macroeconomist, Project Officer and Task Manager for the Governance component of PAGDC-PTA
On the FSRDC side, the sessions were attended by a strong team of experts led by Philippe Ngwala Malemba, National Coordinator of the Social Fund of the DRC, assisted by his deputy Nathan Dibwe.
A Constructive Atmosphere
The work took place in a cordial and constructive atmosphere, marked by positive assessments as well as useful recommendations aimed at strengthening the effective continuation of project implementation.
Initiated by the Congolese Head of State to strengthen the country's food sovereignty, this strategic initiative is fully part of the dynamic of sustainable agricultural transformation in the DRC.
Funded by the African Development Bank and coordinated by the Social Fund of the DRC, PAGDC-PTA continues to consolidate its foundations for more effective governance and stronger impact in service of youth, women and national agricultural development.
