Agricultural Business Climate in the DRC: FSRDC and ANAPI Join Forces to Democratize the Investment Code

Kinshasa, February 10, 2026 – A new strategic advance for the Congolese agricultural sector!

The Social Fund of the Democratic Republic of Congo (FSRDC), represented by its National Coordinator Philippe Ngwala Malemba, and the National Agency for Investment Promotion (ANAPI), represented by its Director General Rachel Pungu Luamba, have signed a partnership agreement within the framework of PAGDC-PTA.

Clear Objective: Making the Law Accessible

This agreement aims to raise awareness and popularize the Investment Code among stakeholders in targeted agricultural sectors. The goal is to concretely support them in accessing the tax benefits and incentives provided by law, which are often unknown to local producers.

Concluded for a period of 12 months, this collaboration will:

  • Inform producers, cooperatives, and agricultural entrepreneurs about their rights and opportunities.
  • Facilitate their access to investment incentive mechanisms.
  • Strengthen the attractiveness of the Congolese agricultural sector by simplifying the investor's journey.

Voices from the Ceremony

During the signing ceremony in Kinshasa, the leaders of both institutions expressed their commitment.

"ANAPI takes this project to heart and you can count on us," declared Rachel Pungu Luamba, Director General of ANAPI.

Philippe Ngwala Malemba, National Coordinator of the FSRDC, added: "We are happy to have initiated a process of ownership of the Investment Code by actors in agricultural value chains. This reflects the will of the President of the Republic to improve the attractiveness and business climate in the agricultural sector."

A Strategic Framework for Food Sovereignty

The PAGDC-PTA, a flagship initiative led by President Félix Antoine Tshisekedi Tshilombo, aims to boost food security and sovereignty in the DRC. It is part of the powerful dynamic of the "revenge of the soil on the subsoil".

This structuring project is:

  • Coordinated by: FSRDC
  • Funded by: The African Development Bank (AfDB)
  • Implemented in: 5 provinces: Kongo Central – Kasaï Oriental – Tshopo – Nord-Ubangi – Sud-Ubangi

A competitive agriculture requires a strong investment climate. Agricultural transformation is also built through mastering legal and fiscal tools.
